Melt the sugar and honey in a pan until dissolved and bubbling. Turn off the heat, add walnuts coating thoroughly and turn out onto a baking sheet lined with baking paper. Immediately sprinkle with sesame seeds and allow to cool.
Mix all the dressing ingredients together until well combined. To make the salad toss all the ingredients, including a small handful of fennel fronds, in a large salad bowl, drizzle with dressing and sprinkle with walnuts.
